On July 2nd, Senators Susan Collins (R-ME) and Dianne Feinstein (D-CA) introduced the “Postal Service Emergency Assistance Act” (S. 4174). The bill would provide $25 billion in direct relief to the agency through establishment of a “Postal Service COVID-19 Emergency Fund” to make up the difference between revenue and expenses during the pandemic, making the fund available through September 30, 2022. Notably, the bill makes clear that the $10 billion Treasury loan approved in the CARES Act, would be subject to the terms and conditions agreed to in the note purchase agreement between the Postal Service and Federal Financing Bank from September 29, 2018. The inclusion of these terms would be far more favorable than the rumored terms and conditions that the Department of Treasury is insisting on but refusing to make public in order for the Postal Service to access the funds.

The senseless killing of George Floyd by police in Minneapolis last week was not just a tragedy for his family, it was an assault on America’s people of color, which includes tens of thousands of NALC members, and an affront to human decency. Life, liberty and the pursuit of happiness - our common rights as Americans - are not achievable in a state of fear. While we appreciate and honor the hard work, public service and social value provided by millions of police officers of goodwill, we stand with our members of color to demand longoverdue reforms that respect the human rights of all people in this country. This cannot be perceived as a problem for minorities, it is a crisis for all Americans that we must face and address.

The COVID-19 pandemic continues to have wide-ranging impacts on every aspect of our lives. The way we now live, work, purchase goods and services, and communicate with each other has changed drastically. The ongoing crisis has disrupted businesses both large and small, some of which may never recover. While postal employees are essential workers, vital to the American public and economy, and still working each day, the Postal Service too has been hit hard by this pandemic.

The entire world continues to navigate through uncharted territory as we work and live through the effects of the COVID-19 pandemic. What was once considered normal or routine just a few weeks ago is very different from the realities we currently face. What used to be certain has quickly become challenging. So much has changed in our lives, and it seemingly changes each day.

So much has changed in our lives over the last several weeks as a result of this virus. There is tremendous uncertainty about how the future will unfold for us, our families, our employer, and our country. Yet there are two overriding and immediate goals of the NALC that will not change. First, our overwhelming priority on a daily basis is to protect the health and safety of letter carriers—and therefore the health and safety of their families, co-workers, and customers—from the effects of this pandemic. Second, we will continue to seek legislative relief to ensure that our employer has the resources necessary to maintain operations during this crisis.

Much has changed in the past week since I last provided an update. Since then, it saddens me to report that two city letter carriers have passed away in New York due to complications from the coronavirus. In total, the Postal Service has lost eight employees to this virus. We send our deepest sympathies and heartfelt prayers to all their families, loved ones, friends and co-workers. As of this evening, 294 postal employees have been confirmed with the virus, and a total of 4,420 are under quarantine. Of the 4,420 employees under quarantine, 1,275 are under self-quarantine.

As the situation surrounding the outbreak of the coronavirus (COVID-19) continues to evolve, NALC has been working around the clock with allies in both parties to secure financial appropriations for the Postal Service similar to that being proposed by Congress for the airlines and other hard-hit industries, to deal with the huge loss of mail volume we’re experiencing as our economy is shutdown to fight the Covid-19 pandemic.

The situation surrounding the outbreak of the coronavirus (COVID-19) is rapidly evolving. The Centers for Disease Control and Prevention (CDC) is constantly updating its recommendations to the public regarding safeguards and precautions we should all be taking. As a union, we have made sure to keep this guidance current and provide links to important information on the Safety and Health section of the NALC website. Additionally, information has been distributed to the 15 national business agents (NBAs) throughout the country to provide advice to the branches and our members.
In addition to contacting your shop steward, branch officer or NBA, NALC has a new resource for members to ask any questions about the COVID-19 pandemic: COVID19@nalc.org. When sending your email, please be sure to include your name and NALC branch number.
